Mathematica is conducting an evaluation of the Early Grade Reading and Math Project (RAMP). Funded by the U.S. Agency for International Development (USAID) and in collaboration with the Jordan Ministry of Education, RAMP is implemented by RTI International in primary schools throughout Jordan. RAMP aims to foster improved teaching and learning practices, facilitate community engagement, and help improve early grade learning outcomes among Jordan’s students in kindergarten through third grade. The quasi-experimental impact evaluation of RAMP focuses on measuring changes in student reading and math outcomes as well as changes in teachers’ instructional practices as a result of the intervention. The evaluation independently measures the contribution of the RAMP intervention and yield evidence that is not available from any other sources. Taking advantage of a staggered implementation schedule, Mathematica identified a group of schools that are similar to intervention schools, but will not be exposed to RAMP during the 2016/2017 school year. This comparison group permits a rigorous analysis of differences in student learning outcomes by group and allows us to make inferences on the true impact of RAMP on student outcomes. The evaluation utilizes a longitudinal quasi-experimental design to estimate the impacts of RAMP on students’ learning outcomes over time. In this design, Mathematica compares growth in learning outcomes for students in intervention schools that receive RAMP to students in matched comparison schools that will receive RAMP one year later. Mathematica also developed teacher observation tools to measure teachers' instructional practices over time due to exposure to the RAMP evaluation. |
