This paper forms part of the submission of the Commander's Initiative Group (CIG) of NATO's Allied Rapid Reaction Corps (ARRC) to the Group of Experts charged with considering NATO's forthcoming Strategic Concept. The paper also forms part of a development plan for the ARRC aimed at better harmonising the military and civilian tasks vital to successful stabilisation and reconstruction operations.
