Growth in the federal prison population has outpaced prison capacity and resulted in a continuing need for additional resources. Though recent population declines have reduced overcrowding in lower security facilities, overcrowding at the end of FY 2014 remained at 39 percent in medium and 52 percent in high security facilities, where inmates have the greatest need for intensive programming and present the largest security threats. Meanwhile, the Bureau of Prisons budget continues to grow as a share of the overall Department of Justice budget, at the expense of other public safety funding priorities.
