摘要 | ABSTRACT 1. Research Purpose The efficient use of energy is evolving with the development of information and communication technology(ICT). The traditional way to use energy efficiently is to improve the energy efficiency at the device level and attract users�� energy conservation. On the other hand, the importance of improving the efficiency of the whole energy system combined with ICT has been paid attention recently. For example, technologies including energy storage system(ESS), energy management system(EMS), internet of things(IoT), and smart plug, which are advanced at a fast-growing rate, are expected to make a significant contribution to the efficient use of energy. ICT development contributes to measure, visualize and control energy usage in real time. It is also useful for discovering demand response(DR) resources and for making profits by utilizing those resources. Globally, the energy system is evolving into an integrated intelligent system that connects supply and demand based on ICT. In this context, a new strategy of energy efficiency is necessary for creating both new market and new growth engines by converging ICT and energy technologies out of the box. A new strategy should include plans for optimizing energy systems based on ICT, vitalizing demand response markets, and promoting new energy industries. In responses to changes in domestic and foreign market conditions and technology convergence between ICT and energy technologies, this study aims to provide a strategy of energy efficiency by reflecting recent changes in markets and technologies. This study, which was planned to be conducted for three years, investigates how to innovate the energy demand management by utilizing ICT in the 1st year, how to build the infrastructure for promoting the energy demand management based on ICT in the 2nd year, and how to crease new markets for energy demand management by converging ICT and energy technologies in the 3rd year. This report contains the research findings in the 2nd year, and focuses on the infrastructure of technology, data, and legislative system for energy demand management based on ICT. 2. Summary Ch. 2 analyzes the status of domestic and foreign ICT combined technologies on efficient use of energy. As ICT has been developed at a rapid pace, the application of IoT, big data, and AI to the field of energy demand management receives attention, either. IoT creates new markets by enhancing business values based on optimization and automation process, and during this process, it is expected to contribute to use energy efficiently. Big data analysis is expected to contribute to improving the process of using energy by using data received from IoT products and to looking for new markets by identifying customers�� unobserved needs. AI technologies combined with IoT and big data are expected to improve energy efficiency by automatically analyzing collected data and giving feedback. Investing in IoT, big data, and AI technologies, global leading IT companies are keenly competing for dominating the market of energy demand management in advance. Ch. 3 analyzes the status of domestic and foreign infrastructure of energy big data. Here, energy big data is defined as all types of data related to production, transmission, distribution, and consumption of energy, which are generated within the whole energy system. Major countries are making efforts to build ICT infrastructure and governance system for utilizing energy big data. In the U.S., the Green Button initiative, which is an online platform providing utility customers with easy and secure access to their energy usage information, has been run since 2012. In the U.K. the Data Communication Company(DCC) was established in 2013 along with its announcement of plans to disseminate smart meters. The DCC provides a whole package including communication service, data service, and smart metering infrastructure, and this service is a base for utilizing smart meter data. The Japanese government has conducted the ��Large scale project for improving Home Energy Management System(HEMS) data infrastructure�� and explores the possibilities of using big data for energy demand management. In China, the Green China project collaborated with the IBM, which designs the forecasting system of energy and environmental issues. Keeping pace with this global trend, the Korean government has announced the ��Plans for promoting energy big data industry�� in 2016 and has not yet achieved the tangible outcomes. Ch. 4 develops policy directions for activating energy demand management based on ICT. First of all, it is important to build an IoT ecosystem and to prepare a legislative system for using big data. When building an IoT ecosystem, it is required to develop standardizations based on voluntary and open agreements under the principle of competition and technology neutrality and transparent and simple certification programs which is consistent with international standards. In addition, the government should put effort to secure communications infrastructure and frequencies for the purpose of coping with the IoT era and to provide safeguards to protect privacy and data security. The policy issues on encouraging the use of energy big data are to prevent infringing on users�� privacy and to build an infrastructure for collecting, utilizing, and sharing energy big data safely. During this process, it is important to establish a governance balancing conflicting interests including information sharing and privacy protection. |
