摘要 | ABSTRACT The energy saving policy of public sector is referred to as the policy that apply to government agencies or public institutions, and that of common sector indicates the policy that can commonly affect all of the sectors. However, the assessment of the impact of energy saving policies in public and common sectors has not been carried out individually, or conducted as a simple check of overall performance. Therefore, it is necessary to examine the types of policies on energy saving and seek an effective method to analyze them. This research focuses on the general study of the overall policy analysis rather than categorizes assessment items of each policy or evaluates the details of analysis results. Particularly, the research provides comprehensive information about the energy saving policy in common sector such as R&D activities, education, public relations and campaigns, which have not been dealt with so far in domestic case studies. Chapter 2 reviews the main points of energy saving policies for public and common sectors. With regard to the public sector, the Regulation for Energy Use Rationalization in Public Institutions is examined. With respect to the common sector, this research investigates the policies related to R&D, education, public relations and campaigns among the energy saving policies shown in the fifth Basic Plans for the Rationalization of Energy Use. And then, this chapter looks into the current state of the evaluation system to assess government-level energy saving policy. Chapter 3 describes a general methodology related to evaluation processes that can be applicable to the public sector. A performance evaluation method for information and behavior based energy saving policy is addressed regarding R&D, public relations and campaigns, where it is hard to find practical examples in Korea. More specifically, the chapter discusses a methodology to analyze the policy effectiveness of R&D programs related to energy saving and renewable energy technology development under the framework of cost-benefit analysis. Then, the types of information and auction-based policies, which lead to behavioral change of energy consumption, and their evaluation method are also examined. Chapter 4 presents an analysis example using a model in the case of calculating the economic impact of public and common sectors. By utilizing GCAM model, one of the Integrative Assessment Models, this research examines the detailed evaluation process of energy saving policy in public sector according to diverse scenarios. Such methodology can be applied to R&D or other public and common sectors. Lastly, Chapter 5 provides policy implications and conclusions. Korea��s evaluation system to assess the impact of energy saving policy for public and common sectors is perfunctory in most cases and we are not yet ready to set an integrated system to analyze its overall impact on the Korean economy. Therefore, it will be essential to select proper evaluation method according to different policy types and to make a manual and a protocol for the analysis of policy impacts that can provide detailed instructions, especially when considering an increasing portion of M&V(Measurement and Verification) in energy demand management. |
