摘要This chapter discusses the IIASA framework for the integration of environment into regional development. IIASA has been concentrating on global and universal issues. Global problems cross national boundaries, inherently involve more than one nation, and cannot be solved without intense cooperation between nations, particularly between East and West. Current global problems that IIASA has tackled are energy systems and food and agricultural systems. Universal issues lie within single nations but are shared by almost all nations, and these are problems such as planning, management, and organization of large-scale regional development programs and the design of national health care systems. Large-scale development programs have been internally organized and managed in different ways to achieve particular programs goals within specific conditions for specific periods. An adequate selection of past experiences could lead to a systems analysis through a careful examination of the potential consequences of different policies of these natural experiments that have been under way around the world.
