An all-consuming responsibility

Later this year the EU will launch a resource efficiency roadmap. This paper argues that a coherent resource efficiency framework needs to include a suite of policy initiatives at different scales to provide a coherent and consistent approach. It must also include targets for specific resources as well as for the overall efficiency of resource use by different economic sectors. Without such targets the policy will have little influence on future core economic policies.
