| Validity and effectiveness evaluation of environmental infrastructure investment(Ⅱ) | |

| 摘要 | The purpose of this study is to establish an evaluation system for the validity and effectiveness of investment in environmental infrastructure, and through the application of an evaluation system, to derive a sustainable investment strategy for the environmental infrastructure industry and secure efficiency of national policy and financial investment. This study has a multi-stage approach to establish and apply the evaluation system. In the first stage of study, the evaluation framework and application plan for infrastructure investment in the water and sanitation sector (WSS) were established. The second stage of the study is focused on deriving the implications for the applicability and effectiveness of an evaluation system for water and wastewater projects and investment through case studies. Valuable implications for efficient investment in water and sewage facilities, sector business strategies, and national fiscal policy were derived. In the case of 6 water supply facilities (water treatment plant) and 6 sewerage facilities (sewage treatment plant) in 6 regions selected by multiple criteria, the case studies include 1) analysis of investment needs for refurbishing facilities, 2) demonstration estimation of an investment plan based on asset management, 3) examination of the applicability and effectiveness of the financial support system for asset management based on an investment plan. In the case area, the effectiveness of the investment plan based on asset management, which is measured by the average annual cost saved through the extension of the life span, reaches about KRW 690 million, an average saving of 19.6% of cost. The financial support policy for infrastructure re-investment in the WWS sector should be designed to secure the efficiency and effectiveness of investment as well as financial sustainability of the sector. The financial support scheme for an optimal investment plan based on asset management was suggested in the first stage of this study. The applicability and acceptability of the scheme to the WWS sector are examined in the case studies and survey: i) the possibilities and difficulties in establishing the investment plan based on asset management, ii) the acceptability or preference for a designed financial support scheme, and iii) other application issues. For additional discussion, the study reviews integrated infrastructure management and related investment decision-making issues, which are expected to increase in the future as an integrated approach to water management was introduced recently. |
